Trying to filter something thats no more than 0,04% of something out is always going to be a great challenge. And is going to be especially expensive. Why not capture the CO2 at the source. We could use industry exhaust where CO2 is still concentrated. That would give us reasonable flow which then could be used for other things industrially like producing synfuels for example. Hydrogen is a super aggressive and dangerous gas. carbonizing it would make it safe and easy to handle.
