Dear President AMLO: if you want to make Mexico energy independent you will need a shale revolution. ow, there is a laundry list of things that are needed for this to happen on the other side of the border. Geology can’t be the problem as much of the same formations in the US exist in the north of Mexico. But one pre-condition sticks out to me. You would need to give the owners of the soil rights to the sub-soil as US owners have. This motivates people to cooperate. If you make this just one more PEMEX play, it will fail.
