I have seen analysis that this 10% figure refers to the total land area of Germany. Subtract from that urban areas, areas where the landscape does not lend itself to erecting wind energy towers, and areas where wind harvest is poor and this 10% means that they will have to squeeze wind turbines pretty much anywhere they can. Considering the already now considerable local resistance to wind schemes, the German government will have to become very repressive in its executive powers. Let’s see what germans are made of after all.
In other words, those who demand 2% of the land area with B-plans for wind power plants actually need 10% of the land area.
