How Scotland pays back for Malawi (non existent) climate damage

The victims of natural catastrophes are always to be pitied. I don’t even want to imagine myself there but then again, when I am asked to help not for altruistic motives but out of guilt, I must be permitted to ask how solid the evidence is. Because Scotland has voters too and just as anyone else they must feel the sting of the combined energy crisis, inflation, and the effects of the war in Ukraine and the geopolitical shifts it produced. This must naturally mean less money in, and more money out. Will Scotland cut social spending on their own hurting population to export perceived climate guilt? Then voters will ask questions when polling comes around.
