By 80% – sure. It’s not like there was no research into hydrogen for the last 20 years. The real problems are physics and chemistry. No tweaking will solve the hydrogen embrittlement problem quickly. No smart procedures will resolve the high cost of electrolysis. But what they will try to do is finding ways to obfuscate. And politicians get to claim that they are actually working towards their goals. When all they do is stall.
