Sure the Paris agreement is failing. Any politician trying to put real bite to the Paris agreement will have to convince his/her voters that they must give up pretty much all of their comforts to comply with a piece of paper that does not even conform with the science. Good luck with doing that in any country. I bet there will be a lot more diesel generators in Texas next winter. Virtue signaling is nice but a cozy warm home is nicer.

I was introduced to and met Rudi in Angola when he started to develop his Sub Saharan Africa network. At the time he worked for EconGas/OMV and he tried organizing longterm LNG supply for them under the unlikeliest of all circumstances.
