They will raise the SCC to whatever point they need to get their pet projects underway. Because the one way to make the most expensive stuff competitive is by raising the cost of the competition by arbitrary measures to the point where it makes sense for them. Never mind that this is always a bad deal for the people and the people will eventually find out the hard way. There will be a lot of broken glass when those schemes finally bite the dust.
