Bureaucracies Utterly Incapable Of Making Reasonable Tradeoffs

Of course, they are. The farther a bureaucracy is removed from the daily life of its constituents, the less they are capable and even want to make sense of anything they get. In Austria there is a saying “But are they allowed to …”. Anything thats not explicitly allowed is proscribed for a standard civil servant. But there is a good side to this – at least for some of us. When I went to law school one of my professors, an old lawyer, told us that administrations and civil services (a court is a civil service after all) can be splendidly gamed if one knows how to wiggle through. Thats not pretty but it gets you what you need. It pays to outsmart the bureaucracy.
