How heat pumps leave some homes so cold people are ripping them out

I live in Vienna, Central Europe. Our regional climate is pretty continental which gives us hot summers and cold winters. Temperature swings can be wild. Winter in Austria can be mild but usually, it is not. In the last couple of years, it has gotten successively colder. Not much heat to trap to bring into our home. Regulation says that in the future, we cannot use anything but a heat pump anymore. They will start by not selling new gas heaters, making spare part purchases difficult and they will urge service companies to stop servicing them. I have already learned the skills necessary to service my own gas heating. When enough people have massive problems before I do, I might spare myself this thing altogether as politics will change.
