Will California “learn” to avoid Peak Rolling Blackouts?

When the Soviet Union collapsed in 1992, the whole world assumed that people would have learned from their mistakes and would willingly adopt a Western-style democracy with all the trappings. In the end, they have suffered from the consequences of communism and this must have taught them a thing or two. Look again. Has Russia today changed anything from its predecessor? Have the people changed? Once a community has decided to go down a certain path they are doomed if the path is bad but don’t wager on them learning from that. Most people would rather die than admit that they were wrong.

I was introduced to and met Rudi in Angola when he started to develop his Sub Saharan Africa network.
