Expected shortfall in gas? People don’t react to such statements very emotionally. As long as the situation is not bad enough to produce pain almost every day, people won’t get moving. So, if the gas shortfall will indeed not materialize until 2024, one can just wait for this to happen. When Melbourne is plagued by rolling blackouts and load shedding there will be a focus on stuff that works. Not one second before that though. Prudent planning is dead.
