You can make things way more expensive – people will complain but mostly take it. You can take away much of their freedoms – people will protest lightly, but they will mostly fall in line. But when you take away the electricity, which means television, internet, light ad all other amenities, then people will take offense, and if you do that often enough, there might just be enough pain for enough of them to work something out that brings the climate fearmongers down.
