Who Gets To Say What the Rules Are?

How are regular people to make sense of all this? Regulation has become so unwieldy today that anyone without access to a very sophisticated legal department is almost sure to fail. It’s a modern racket as big companies enjoy regulation that defies any common sense. The more complicated it gets, the more they are sure that their smaller competitors are at a disadvantage. The same is true for the civil service. Single citizens can use the system to their advantage but it requires expert knowledge and is a lot of work. Most people never do that. In Europe, most countries follow the theory of Kelsen according to which there is a hierarchy of rules. Higher rules break lower ones.
